I live in Ebelsbach bei Bamberg.
Ican speak and read Deutsch very well, I can also write if I have about 2 hours for one message.
I came across this site while searching for a t-5 for my birdie, 89' 2.8. What I have had time to look at , it's a really great site. She's my project. The previous owner didn't take very good care of her.

Sorry, almost forgot your question.
It's not really a law. But DOT (Department of Transportaion) has to approve all new models before they are allowed to produce these. Like I said, it all depends on the current government and who the Transportaion Minister is at the time.
The Bush addministration could care less. The more gas guslers on the raod the better. Bush even gives tax breaks to people who own the large SUVs that drink 15 to 25 ltr per 100km.
The next pres may do the complete opposite.
Hope this cleared it up .
